Spark Me Up: 2014 Chevy Spark EV Starts at $27,495

For all intents and purposes, automakers aren’t making a nickel from the few electric cars they sell. Fiat says it’s losing $10,000 on every 500E. and while General Motors disputes the Volt ’s red ink—estimated at more than $40,000 per car by some sources—Chevrolet is doling out a Costco-size discount on its new 2014 Spark EV.

In April, we predicted this electrified hatch would cost “a little under $33,000 .” How wrong we were: The Spark EV starts at $27,495, a full $2155 below the 2013 Nissan Leaf S. which until now was the cheapest five-door electric car on sale. Flick the golf cart Smart Fortwo Electric Drive out of the scene (at $25,750, it barely holds two people), and Chevy has the best-priced EV, period. The cost can potentially be driven even lower when eligible buyers take advantage of any federal, state, and local tax credits and incentives that are available to them.

Not interested in buying a Spark EV? You can lease one in LT1 trim for $199 a month for 36 months with $999 down. Drivers are limited to 12,000 miles per year without penalty.

But unlike the Leaf and Fortwo, the Spark EV will only be available to buyers in Oregon and California. California’s zero-emissions-vehicle mandates—the very reason the first General Motors EV1 was sold there in the 1990s—penalize automakers that don’t sell electric cars by forcing them to buy credits from other automakers that do. The Toyota RAV4 EV.

Scion iQ EV. and the Fiat 500E are all restricted to California for that same reason.

It’s too bad, as the Spark EV brings a lot to the table. The 1LT trim includes Chevy’s MyLink seven-inch touch-screen infotainment system, which features smartphone integration with Pandora, Apple Siri Eyes Free voice control, and a navigation system called BringGo. Another $325 adds heated leatherette seats, a leather-wrapped steering wheel, and blue stitching.

A DC fast-charge option that promises an 80-percent charge in 20 minutes will be available later this year for $750. GM says owners can use the fast-charge option several times a day without degrading the 21-kWh lithium-ion battery, except there are very few public stations that use the Spark’s new SAE combo plug.

General Motors will launch its first all-electric car in 14 years this summer. The 2014 Chevrolet Spark EV. an electrified version of the company’s subcompact Spark hatchback, is a welcome sequel to the two-door GM EV1 that retired in 1999–and by the numbers, its overall performance isn’t far off the earlier car s.

However, the Spark EV is the first electric car to offer the SAE’s new combo plug for DC fast charging, which GM says can reinvigorate the 21-kWh lithium-ion battery from … to 80 percent in 20 minutes. So far, eight automakers have pledged to adopt the new SAE fast-charge standard, which works with current Level 2 charge ports without requiring a secondary connection like the Japanese Chademo standard used by Nissan and Mitsubishi. Unlike some automakers, GM says it’s not worried if owners fast-charge their Sparks several times a day.

GM claims the Spark has an EPA-estimated range of 82 miles and is now the most efficient electric car on sale. However, that last point requires clarification. While the Spark EV’s combined 119 MPGe beats out the Honda Fit EV (118), the Mitsubishi i-MiEV (112), the Nissan Leaf (106), and the Ford Focus Electric (105), the 2013 Scion iQ EV is actually rated for 121 MPGe according to the EPA. But the Scion isn’t sold to regular customers, thereby allowing GM to claim the Spark EV is the most efficient retail electric car on the market. (MPGe is the equivalent amount of electrical energy in one gallon of gasoline.) Still, the Spark EV’s whopping 400 lb-ft of torque and 130 horsepower are said to scoot this little hatch to 60 mph in less than eight seconds, a far cry better than the 11 seconds or so we estimate for the 84-hp gasoline model .

As Honda, Toyota. and Fiat are doing with their limited-production EVs, GM is not planning to sell the Spark EV outside of California and Oregon. If you’re lucky enough to find one, expect to pay a little under $33,000 before tax incentives, although GM has not yet confirmed pricing.
